為吸引更多海外優(yōu)秀青年人才回國(guó)（來(lái)華）工作，國(guó)家自然科學(xué)基金委員會(huì)現(xiàn)啟動(dòng)2025年新增批次優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）申報(bào)工作。

國(guó)家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）（簡(jiǎn)稱“海外優(yōu)青”）旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績(jī)的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國(guó)（來(lái)華）工作，自主選擇研究方向開(kāi)展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長(zhǎng)，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國(guó)建設(shè)貢獻(xiàn)力量。

To attract more outstanding young talents from overseas to return(come) to China for work, the National Natural Science Foundation of China has now launched the application process for the 2025 new batch of Excellent Young Scientists Fund (Overseas).

The National Natural Science Foundation of China (NSFC) Excellent Young Scientists Fund (Overseas) aims to attract and encourage outstanding young scholars from abroad, including non-Chinese foreign talent, who have achieved notable success in natural sciences, engineering, or related fields, to work in China. The program supports them in independently selecting research directions and conducting innovative research. It is designed to accelerate the growth of young scientific talent and cultivate a cohort of prominent academic leaders at the forefront of international science and technology.

01、申請(qǐng)條件Application conditions

（一）優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）的申請(qǐng)人應(yīng)當(dāng)具備以下條件：

（1）遵守中華人民共和國(guó)法律法規(guī)，具有良好的科學(xué)道德，自覺(jué)踐行新時(shí)代科學(xué)家精神；

（2）出生日期在1985年1月1日（含）以后；

（3）具有博士學(xué)位；

（4）研究方向主要為自然科學(xué)、工程技術(shù)等；

（5）在取得博士學(xué)位后至2025年9月15日前，一般應(yīng)在海外知名高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)等獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績(jī)特別突出的，可適當(dāng)放寬工作年限要求（不適用于通過(guò)中外聯(lián)合培養(yǎng)方式取得海外博士學(xué)位的情況）。在海外工作期間，同時(shí)擁有境內(nèi)帶薪酬職位的申請(qǐng)人，其境內(nèi)帶薪酬職位的工作年限不計(jì)入海外工作年限。

（6）取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>

（7）申請(qǐng)人尚未全職回國(guó)（來(lái)華）工作，或者2024年1月1日以后回國(guó)（來(lái)華）工作。獲資助通知后須辭去海外工作并全職回國(guó)（來(lái)華）工作不少于3年。

（二）限項(xiàng)要求

對(duì)于已申請(qǐng)2025年度上半年優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）的申請(qǐng)人，因時(shí)間節(jié)點(diǎn)原因?qū)е虏环�合�?dāng)時(shí)申請(qǐng)條件、但符合新增批次申請(qǐng)條件的，可申請(qǐng)新增批次項(xiàng)目；其他申請(qǐng)人不得在新增批次重復(fù)提交申請(qǐng)。

已申請(qǐng)2025年度其他同層次國(guó)家科技人才計(jì)劃的，不得在新增批次申請(qǐng)優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）。

執(zhí)行國(guó)家科技人才計(jì)劃統(tǒng)籌銜接的要求。同層次國(guó)家科技人才計(jì)劃只能承擔(dān)一項(xiàng)，不能逆層次申請(qǐng)。

Comply with the laws and regulations of the People's Republic of China, possess strong scientific ethics, and embody the spirit of scientists:

(1)Abide by the laws and regulations of the People's Republic of China, uphold good scientific ethics, and consciously practice the spirit of scientists in the new era.

(2)Be born on or after January 1, 1985.

(3)Hold a PhD degree.

(4)The research directions mainly focus on natural sciences, engineering technology, and so on.

(5)After obtaining a PhD degree, applicants must have held formal teaching or research positions at overseas universities, research institutions, or corporate R&D facilities for at least 36 consecutive months before September 15, 2025. Exceptions to the work experience requirement may be granted for applicants who obtained their PhD degree overseas and have demonstrated exceptional academic performance.

(6)Demonstrate scientific or technical achievements acknowledged by peer experts, with the potential to become an academic leader or a distinguished talent in relevant fields.

(7)Applicants must either have not yet undertaken full-time employment in China, or have commenced full-time employment in China on or after January 1, 2024. Upon receiving the award notification, recipients must resign from any current overseas employment and commit to full-time work in China for at least three years.

Restricted Condition

For applicants who have already applied for the Excellent Young Scientists Fund (Overseas) in the first half of 2025, if they failed to meet the application criteria at that time due to time constraints but now meet the criteria for the newly added batch, they may apply for the project in the newly added batch; other applicants are not allowed to submit duplicate applications in the newly added batch.

Applicants who have applied for other national science and technology talent programs at the same level in 2025 are not allowed to apply for the 2025 new batch of Excellent Young Scientists Fund (Overseas).

The requirements for the coordinated connection of national science and technology talent programs shall be implemented. Only one national science and technology talent program at the same level can be undertaken, and applications for programs at a lower level are not allowed.

東海實(shí)驗(yàn)室是由舟山市政府舉辦，聯(lián)合浙江大學(xué)、自然資源部第二海洋研究所共同建設(shè)的新型研發(fā)機(jī)構(gòu)，是浙江省重點(diǎn)建設(shè)的省級(jí)實(shí)驗(yàn)室，成立于2022年5月17日。

實(shí)驗(yàn)室由國(guó)家頂級(jí)戰(zhàn)略科學(xué)家領(lǐng)銜，瞄準(zhǔn)國(guó)家重大戰(zhàn)略需求，聚焦空海高端裝備技術(shù)攻關(guān)、工程應(yīng)用和產(chǎn)業(yè)轉(zhuǎn)化方向，有組織推進(jìn)全海深整機(jī)裝備服役能力測(cè)試平臺(tái)、重型陸海垂直起降多用途飛行器、深海復(fù)合材料智能潛航器等項(xiàng)目攻關(guān)，構(gòu)建起“1611”全鏈條創(chuàng)新體系和大兵團(tuán)協(xié)同攻關(guān)范式，致力于突破空海高端裝備領(lǐng)域關(guān)鍵技術(shù)瓶頸，發(fā)展海洋裝備產(chǎn)業(yè)、保障海洋國(guó)土安全、服務(wù)海洋強(qiáng)國(guó)戰(zhàn)略，加快成為空海高端裝備領(lǐng)域國(guó)家重要戰(zhàn)略科技力量。

Donghai Laboratory is a new type of R&D institution sponsored by Zhoushan Municipal Government and jointly established with Zhejiang University and the Second Institute of Oceanography of the Ministry of Natural Resources. It is a key provincial laboratory prioritized for construction by Zhejiang Province and was founded on May 17, 2022.

Donghai Laboratory is led by top national strategic scientists.  Targeting major national strategic needs, it focuses on technical breakthroughs, engineering applications, and industrial transformation of high-end air-sea equipment.  It organizes and promotes research projects such as the Full-Ocean-Depth Equipment Service Capability Testing Platform, Heavy Amphibious Vertical Take-off and Landing Cargo Plane, and Deep-Sea Intelligent Composite Submersible.  It has built the "1611" full-chain innovation system and a large-scale team collaborative research paradigm, committed to breaking through key technical bottlenecks in the field of high-end air-sea equipment, developing the marine equipment industry, safeguarding maritime territorial security, serving the strategy of building a maritime power, and accelerating its growth into an important national strategic scientific and technological force in the field of high-end air-sea equipment.

Looking ahead, Donghai Laboratory will focus on two major initiatives: advancing the integrated reform of education, science, and talent development, and strengthening the in-depth integration of technological innovation and industrial innovation.  By establishing an education-science-talent cooperation mechanism featuring "platforms + universities + enterprises + industrial chains", it will continue to make breakthroughs in key core technologies, resolutely keep equipment manufacturing firmly in its own hands, and strive to build an independent, controllable, safe, and reliable modern marine equipment industry system.  It will contribute more high-performance "Donghai-developed" core equipment to the strategy of building a maritime power.
